Ballot propositions at heart of California political dysfunction

Damon Eris states the obvious at CAIVN, parsing an article at The Economist on how the broken proposition system leads to paralysis. But he takes issue with them ignoring the role of the two major parties in fomenting and benefiting from the dysfunction.
