It’s hidden in a bill that has just passed the House and is expected to pass the Senate. As usual, the Democrats are passive and compliant, allowing and enabling this obscenity through with no protest.

I updated it a bit on my blog (posting in regards to your post, as usual. I’d link back to it, but I think it’d break the internet).
To avoid whoring for too many hits/referrals, the summary from my quick pre-breakfast search is that it passed the Senate in late-2006 and only needed to be signed into law by the President, according to a blog on The Nation. I think we can all safely guess, with journalistic integrity intact, that the President did not feel pangs of remorse when signing it into law.
Several references online were made to the initial congressional bill, but S. 3530 (from memory) in the senate caused a bit less of a furor.
I’ll try to do more research later, but this is probably going to be a busy weekend for me.
