  1. The reverse is also true: foreign policy begets energy policy begets transportation policy. It is reinforced from both ends.

    If transportation policy changed, so would energy policy, and foreign policy probably would as well. But if foreign policy changed first, the price of energy on the market would rise, and capitalism would kick in to create a change in transportation policy. The former would be less painful, but the latter would be quicker. IF you could find a leader with the courage to do it…
