Note that the shotguns are for the Criminal Investigation (CI) division, about which an IRS web page begins, “The American system of taxation is based on the premise that all income is taxable (which includes illegally earned income).” CI gets involved with both money laundering and narcotics enforcement– and claim incarceration rates above 85%.
It’s the old story– you don’t have to prove someone engaged in an illegal activity, just that they got money and refused to pay taxes!
