The strange economics of landfill management

Less trash being dumped in a landfill should mean lower prices because demand has dropped. But not in the bizarro world of landfill “management” where they want to raise prices because people are presumably recycling more and thus creating less trash.
Wait. I have an idea. How about reducing landfill operations in response to declining demand for landfill services? Never mind. That would make too much sense.
