    Just changed it. The rogue nations are the US, Russia, China, and Israel.

    Except neither Russia nor China has attacked another country in a long time, and as far as I know, neither has ever used cluster bombs. Russia MAY have used them in Afghanistan, I don’t know; I doubt China has ever used them.
