This law enforcement agency is so computer-phobic that only one-third of employees have Internet access at their desk while 100,000 tips in a sniper case were distributed by fax. In 2002 no less.
And I believe computer crime is one of their jurisdictions too. Who are they? Why none other than the FBI.

Interesting. I did some contract training work for them back in 1990-1991, and at that time they were requiring all employees to undergo computer training: agents, analysts, secretaries, everyone. There was no widespread internet access back then, but they were spending plenty to teach their people the latest software.
