Berlusconi resigns in bid to avert elections.
Italian prime minister agrees to resign and form new government to strengthen struggling conservative coalition.
He will remain in office for one more year, however he is greatly weakened, his power is waning, and his government may yet still collapse.
Update: Berlusconi is now denying he has resigned.
