Powell reiterated the Administration stance that bin Laden “probably wasn’t responsible” for the tsunami, but “would have if he’d had half a chance” and that reports the tsunami would be tortured until it confessed as to who was responsible were erroneous because the U.S. doesn’t engage in torture.
