Student tuition credits for killers a-ok, but not for dopers

The following question appears on the 2012 version of IRS Form 8863, for claiming student tuition credits:

Was the student convicted, before the end of 2012, of a felony for possession or distribution of a controlled substance?
Yes — Stop!

Apparently you can kill someone or defraud a million people or commit a war crime and still qualify, but we don’t want no steenking dopers getting taxpayer money!
