Chicago gangs join together to deal heroin

Formerly rival gangs in Chicago have joined together to sell heroin in certain areas. This essentially makes the dealers independent contractors, and they keep more of the money too. The areas are also used as distribution points to the suburbs. Not surprisingly, the heroin comes from Mexican drug cartels.

It’s a heroin co-op. This makes it even harder for police as the target is no longer a single gang but rather a large amorphous entity with the drugs coming from and going to multiple, shifting locations.
