Rogue nations refuses to ban cluster bombs

1. Make that rogue nations.

2. Just changed it. The rogue nations are the US, Russia, China, and Israel.

3. Except neither Russia nor China has attacked another country in a long time, and as far as I know, neither has ever used cluster bombs. Russia MAY have used them in Afghanistan, I don’t know; I doubt China has ever used them.
