Some in Kansas are pondering if an aqueduct could be built to bring Missouri River water to replenish the crucial Ogallala aquifer.
The Ogallala certainly needs the water but over whose dead body would this happen? Because presumably it would take water from someone already using it. And therein lies the eternal problem with water in areas where it is scarce. Most of it is already claimed.
