Now this is a smart idea. Smart meters already have encrypted wifi for transferring data. Santa Clara CA has added unencrypted free wifi onto the meters for use by anyone, no password needed, all free from Silicon Valley Power.
Downtown San Jose also has free wifi, which is also used by the city to electronically post to street signs the number of available spaces in parking garages.
